Vanguard Planning was founded by Jarrett Gorin, AICP in July of 2009. The firm’s clients benefit from his extensive experience working as staff for government regulatory agencies, and as a senior executive in the real estate development industry.
Mr. Gorin graduated from the University of California at Santa Barbara where he earned a BA in Geography with an emphasis in urban planning. He has been a member of the American Planning Association since 1992 and was admitted as a member of the American Institute of Certified Planners in 1998. Since 1991, Mr. Gorin has worked for government agencies and private companies fulfilling responsibilities related to all aspects of real estate development project acquisition, design, entitlements processing, and asset disposition. He has also served in a support role throughout the construction and marketing processes.
He began his career in the public sector, at the County of Santa Barbara in 1993. Over four years, he assisted with the preparation of a community comprehensive plan, and completed the review of over 25 projects including residential subdivisions, industrial and hotel developments, telecommunications sites, highway-oriented restaurants with drive-thru facilities, and large scale commercial agriculture developments.
Private sector companies became interested in Mr. Gorin due to his experience with a wide range of projects, zoning and policy consistency analysis skills, and California Environmental Quality Act (CEQA) expertise. He joined JM Development in 1997 as a Senior Project Manager, and was subsequently hired by Capital Pacific Homes in 2000, where he served as Vice President of Acquisition and Entitlements through the end of 2004. During this seven year period, he managed the acquisition of three projects, and the discretionary entitlement of six projects. Two of these: Villa Del Mar, and Laguna Court, both located in the City of Santa Barbara, have won awards from the American Institute of Architects, and the California Building Industry Association.
Mr. Gorin formed Centerpoint Development Partners with an equity investor in August 2004. As President, he was responsible for all aspects of the acquisition, feasibility analysis, design, and discretionary entitlement of company projects. The company ceased operations in June 2009 due to the national economic downturn. The equity investor retained Mr. Gorin as a consultant to complete entitlements for its remaining projects, which he accomplished by March 2010.
Currently, through Vanguard Planning, Mr. Gorin provides land-use and development consulting services to private property owners, real-estate professionals, attorneys, and others. He also serves on the board of the Milpas Community Association, and as a member of the Santa Barbara Association of Realtors Government Relations Committee.
Since its inception in 2009, Vanguard Planning has successfully managed a variety of projects including subdivisions, condominium conversions, easements, real property marketing support, and zoning violation abatement. Vanguard Planning continues to experience steady growth driven by referrals from its clients.
